Here is what I think will happen.
They are working on the skill tree right now, probably be ready for re-release to Dragon server again in another week or so. Probably test run it on Dragon for 1-2 weeks, then release it to the remaining servers. So, I'm guessing 1-2 weeks for Dragon and 1 month for the rest.
