Cannot be traded now, is there any other way to get hold of these potion without creating a new account.

You get them from some of the zone quests, so if you're still able to do those you might be able to get some by doing the quests.

So far as I know you can do them if you got reborn since last doing them. Not sure whether you can do them after reincarnation, I never tried that.
