So sorry to tell you that iTunes is the only way to buy on iPad.
Can you tell the problem of your Apple ID? Let's fix it.

I dunno why i cant purchase cps using my id n my debit card, it like have the problem with my billing, n when im enter my numbe card it was decline i dunno how to solve it..before that i can purchase the cps..

I hope u can help me fix the problem..

If u can fix this seriusly i will buy a lot of cps..

you mean it happens when you are trying bound your card to your Apple ID?

i can buy app store using my card..
ermhhhhh elliot yesterday i have purchase cp 3x of 2050cp..

and when i wan to purchase today it said pls contact ur itunes support to complete this purchase..huh why???

It's possible they flagged the transactions as suspicious, have you tried calling them to straighten it out?
