So , they admit that the guy uses something
at the beginning they said they are asking if the player botjailed after the video or not and take the decision to botjial him

NOW , HE ISN't using anything illegal !!!!!!! WTF !!!!!

is there a way to complain about a gm or so ?

Welcome to Conquer. Most GMs are corrupt and just understand $.
Best suggestion is to look for a new game.
