Yeah if you claim the reward at any level, the fox will go back to lvl 0 and you have to start all over again.
The melting item gives out shards to make a fox, I think.

Refineries are dirt cheap and easy to get. Plus they last 14 days on a high level vip. There's no reason to perm them.

P7 souls on the other hand are quite expensive in comparison to refineries....
