Apparently there's a group that advocates women to be allowed to go topless, and current decency laws are discriminatory and unconstitutional (in USA). So should women be allowed to go topless?

It was like that a while ago here. USA will eventually do it.

No. For three obvious reason;

1, public harassment.
2, morality standards.
3, 12 years old kids or below shouldn't get exposed to something like that

Ever hear of breast feeding? I believe pretty much all women had their **** hanging out for thousands of years. The only reason people don't want bare breasts is because they can't control themselves. This has nothing to with morality. I see topless on the beaches all the time, it doesn't bother me, it doesn't cause me to cop a feel or try to rape a woman, it don't mean ****. Having a cover your breast policy is for the pathetic immoral weaklings who can't control their senses because they are ****ing useless animals.

I think in the global culture women's breasts are considered as sexual as the buttocks. Being topless in my opinion is very similar to wearing a thong (and nothing over it).

Let people take off shirts if they wanna who cares, but keep bras on or at least put tape that isn't see thru over the nipples, no matter gender.
