Hey! Tips on fixing penetration... Pretty much, just takes a lot of time and patience. Do as much as you can to speed it up (moon gems, guild war gate, Cyclone/ND speed etc) but it will still take a long, long time, so you just have to be patient. I wrote a guide about leveling skills, and it's in my sig if you haven't read that one yet. Might be helpful.
