If you have problems receiving your DragonBall codes, here are different solutions for different purchase methods:
1) If you purchased Dragonballs using Paypal/CreditCard and did not receive the code, you can submit your case on the functional page of the official site: http://vip.conqueronline.com/copaypal/Index.aspx

2) If you purchased Dragonballs through the methods of direct deposit or wire transfer, please submit your case on the functional page of the official site: http://vip.conqueronline.com/codd/Index.aspx

3) If you purchased Dragonballs via Western Union, please submit your case on the functional page of the official site: http://vip.conqueronline.com/westernunion/index_Zf.aspx

If you have submitted a DB purchasing form for ( Paypal/CC, DD/Wire Transfers, Check/MO, or WU ) and NOT gotten your codes, you may report in the Customer Support forum: http://bbs.conqueronline.com/forumdisplay.php?f=233
